Hon. James MITCHELL, M.A., Provincial Secretary and M.P.P. for Charlotte Co., has been a member of House of Assembly for ten years and for nine of those years a member of government. His father, James Mitchell of Inverkip, Renfrewshire and his mother, a native of Dumfries, Scotland, emigrated to this province in 1827 and settled in York Co. where the subject of this sketch was born. on March 16th, 1843. From the common schools the youth passed to the Collegiate school and the University of New Brunswick, graduating in 1867 with the degrees of B.A. and M.A. Taking up the study of law, he was called to the Bar in 1870 and settled down to practice in St. Stephen, in partnership with a fellow graduate, J.G. STEVENS, jr., eldest s/o Hon. Judge STEVENS. The partnership still exists. But Mr. Mitchell had manifested while at school and college eminent ability as a student and an educationalist, and in 1872 he was appointed inspector of schools for Charlotte Co. This office he held until 1875, and again from 1877 till 1879. He was secretary of the St. Stephen school board for some years, is a member of the Alumni society and of the senate of U.N.B. and a member of the Board of Education. In 1881 he was appointed a census commissioner and in 1882 was elected as one of the representatives for Charlotte in the provincial leglislature. The following year saw him a member of the government with the portfolio of Surveyor-General, which he resigned in 1890 to accept that of Provincial Secretary, Receiver General and Commissioner for Agriculture. He was re-elected by acclamation in 1883, by a handsome majority in 1886 and again by acclamation in 1890. On Dec. 17th, 1873 Mr. Mitchell was united in marriage with Miss RYDER, St. Stephen where they reside. Hon. Mitchell was appointed a Q.C. by the Dominion government in 1891.
