A St. Stephen despatch Thursday says - On the afternoon 19th, Vital PICARD, age 20, while laboring under a fit of temporary insanity, escaped from his friends and threw himself intoi the river some four miles above Edmundston (Madawaska Co.) and was drowned, there being no canoes at hand. The body was not recovered. He was the son of Francis PICARD of that place.
