Capt. COSTIN recruiting officer for the Northwest Mounted Police has completed his official visit to this city and leaves this morn. for Pictou, N.S. where he will remain two days. He will probably leave with his recruits for Winnipeg Friday or Saturday. The men enlisted here are billeted at the Acadian Hotel in charge of W.J. WALKE, one of their number and will join the others at Moncton en route. The list of their names, 20 in all, is as follows: W.J. WALKE, J. HOWLEY, M.J. QUINN, John TOBIN, Arthur ANDERSON, T.
