James Douglas PHINNEY is of Loyalist descent. He is the eldest son of Zaccheus PHINNEY, Annapolis, N.S. who removed to Richibucto at the time of its first settlement. He was born at Richibucto 17th Nov. 1844; educated at Kent County Grammar School, grad. B.A. at Univ. of N.B. and was the Douglas gold medalist of that year. He taught school, holding first class licence for some time and then studied law, being admitted as attorneyin 1869 and enrolled a barrister in 1870. Mr. Phinner was first elected to the House of Assembly in August 1887 at a by-election and was re-elected in 1890. The Dominon government created him a Queen's Consul in 1891. Before entering politics he held the office of clerk of Kent County court from 1871 to 1887 and judge of probate from 1878 to 1887. Mr. Phinney is a Conservative in politics.
