Brian Tobin's appointment as federal Fisheries Minister raises speculation about Canada pursuing a more aggressive course over offshore fising by foreign fleets. His new appointment is symbolized by a baby pin in his hair, as his head lurks out of the ocean as a fishing vessal passes the 200 mile limit sign.

Turbot War (1995)
The “Turbot War” erupted in 1995 when the European Union, primarily Spain (its main fishing country), refused a Canadian Government request to stop fishing declining turbot stocks off the coast of Newfoundland. Canadian fishery representatives and conservationists were concerned that the EU’s refusal to stop fishing would devastate the remaining turbot stocks, which had already been in decline. Spearheaded by Minister of Fisheries and Oceans, Brian Tobin, the Canadian response was firm and aggressive. The dispute was essentially ended by the arrest of the Spanish trawler "Estai" off the coast of Newfoundland, which Spain unsuccessfully contested in a 1998 World Court hearing. As a result of the Turbot War, Canada and the European Union agreed on a strict set of control and enforcement measures that were put into effect on January 1, 1996.
