Located on the St. Croix River, 7.86 km SSW of St. Stephen: Saint Stephen Parish, Charlotte County: PO 1849-1899 and 1913-1960: in 1866 Upper Mills was a farming and lumbering community with approximately 25 resident families: C.A. Robinson was postmaster in 1868: in 1871 Upper Mills had a population of 200: in 1898 Upper Mills had 1 post office and a population of 200: Upper Mills was a town from 1874 to 1896.
